Canada Post and its largest union, the Canadian Union of Postal Workers, are locked in a battle of ideologies. Management envisions the corporation becoming a hybrid workforce, where traditionally permanent positions incorporate gig-like aspects. At worst, it is the start of a move to a fully implemented Gig workforce.

CUPW has a strong commitment to the well-being of all working-class Canadians and is unwilling to compromise permanent and stable jobs for anything inferior. However, CUPW’s flaws often impede meeting this goal, and they additionally face fierce opposition from economic, social, and Government forces.

The financial consequences of a poorly-planned and implemented postal transformation in 2008 have returned to haunt them. Today’s crisis is a masking of an old wound resurfacing. The crisis began in the boardroom in 2006 under the reign of Moya Greene, the former leader of Canada Post.

Kaplan’s Oversight on the Future of Canada Post

William Kaplan’s stark portrayal of the economic and labour crisis at Canada Post, along with his radical solutions, underscores the urgent need for change. The future of the Post Office as we know it is at stake.

His observations and recommendations are all contained in his submission to the Federal Government, Report of the Industrial Inquiry Commission Appointed Under Section 108 of the Canada Labour Code on May 15, 2025

However, in his observations, he missed a crucial point—the historical and present problem of calculating the length of a delivery route. The software algorithm’s inability to accurately calculate an eight-hour day presents a significant challenge, but with a serious update, Canada Post can pave the way for a more sustainable future.
